Two pricing models to know

DPP platforms fall into two camps. Per-scan or per-SKU pricing charges you every time a passport is issued or accessed. Flat subscription pricing gives you unlimited passports for a monthly fee. For an SMB with a growing catalogue, per-scan pricing becomes painful once campaign traffic lands on QR codes; flat subscription is usually cheaper past the first few thousand passports.

Platform subscription: £50 to £500+ per month

The DPP platform itself is the visible line item. UK SMB pricing typically ranges from around £50 per month for a starter tier (limited SKUs, standard fields, self-service onboarding) to £500+ per month for higher-volume tiers with API access, multi-brand support, and dedicated onboarding. Enterprise platforms serving fashion houses sit above £2,000 per month and are usually not appropriate for an SMB catalogue under 1,000 SKUs.

Supplier data collection: the biggest hidden cost

The DPP is only as good as the underlying supplier data. Getting fibre composition, country of origin, and chemical declarations from tier-2 suppliers takes 6-12 months of chase work and often requires paying suppliers for verification. Budget £5,000 to £25,000 in staff time in year one, depending on how many suppliers and how mature your existing supplier management is.

QR code labels and physical integration

Every regulated garment needs a scannable data carrier. In practice this is a GS1 Digital Link QR code, either printed on the care label at manufacture or applied on a hangtag or heat transfer. Care label integration adds £0.05 to £0.15 per unit at manufacture. Hangtags add £0.02 to £0.10 depending on volume. Retrofit for existing stock is uneconomic; DPP implementation is typically scheduled around a next production run.

EU Authorised Representative for UK brands

UK brands selling into the EU need an EU-based Authorised Representative under ESPR. Legal services firms typically charge £800 to £3,000 per year for AR services in the Netherlands, Ireland, or Germany. This is a legal service, not a DPP platform service, so it sits as a separate line item on your compliance budget.

Producer registration fees per EU member state

Under the revised EU Waste Framework Directive tEPR obligations, brands register as producers in each member state where they sell to end users. Registration fees vary by state and are tied to textile weight placed on the market. A UK SMB selling into 3-5 EU markets typically budgets £1,500 to £6,000 per year in cumulative registration fees, plus per-tonne eco-modulated contribution fees once the schemes are fully operational.

Realistic UK SMB total budget

A UK textile SMB with 200-800 SKUs and £500k to £5m EU turnover typically lands at £15,000 to £40,000 all-in for year one (platform + supplier data + QR labels + AR + registrations). Why is per-SKU pricing risky for an SMB?
A growing catalogue plus a viral social post can multiply your monthly cost overnight. Per-SKU or per-scan platforms often price low at the low end to win the sale, then reprice when volumes grow. Flat subscription with unlimited passports removes the volume risk. It matters more for consumer-facing brands where campaigns can drive unpredictable scan volume.
Do we have to pay for supplier data if suppliers should have it anyway?
In principle no; in practice yes. Tier-2 suppliers rarely have the fibre composition, chemical, or origin data in a format the DPP schema can consume. Paying them to complete a data submission (or paying a mill audit firm to verify what they submit) accelerates the timeline. If you refuse to pay, expect the process to take 12-18 months instead of 6-12.
Are QR codes on hangtags acceptable or must they be on the label?
The final delegated act will set the acceptable data carrier locations. Working drafts allow multiple placement options provided the code stays with the product through the retail journey. Care label integration is the most durable option because the label survives washing and retail handling. Hangtag QR is cheaper to implement retrofitting an existing production run but risks loss in retail.
How much does an EU Authorised Representative typically cost?
Between £800 and £3,000 per year for the standalone ESPR AR service. Some legal firms bundle AR with other services (REACH representation, customs, VAT registration) at a discount. Pick an AR based in a member state whose regulator you can communicate with easily, not necessarily the cheapest.
Do micro-enterprises get a free pass on cost?
Micro-enterprises are permanently exempt from the ESPR unsold-goods destruction ban and are expected to receive extended transition or simplified DPP obligations. The exemption thresholds are not yet published in the textile delegated act. Even if fully exempt from the DPP mandate, most retail buyers now request DPP-shaped data as a private contractual requirement, so the practical cost floor is not £0 even for a micro-enterprise selling to retail.
